SBA-8(a) is the Small Business Administration's program for small and disadvantaged businesses. SBA has confirmed to the National Association of Professional Employer Ogranizations (NAPEO) that the substance of Procedural Notice 8000-630 will continue to be the policy of the SBA. Procedural Notice 8000-630 was issued in December 2007, and it defines the circumstances under which firms that fall under SBA -8(a) can use PEO services. Those circumstances remain unchanged with regard to PEOs.
